Then you have to set up the resolution of your computer monitor to be the same as your tv (1080p). Try streaming now. Because there are some weird quircks... steam streaming tries to keep aspect but there are some calculation misses. I sometimes get ver big partial windows (upscaled), because the aspect is wrong, and the windowsize was out of the ordinary.
What is the resolution you are using on your host PC?
The Link starts up in 480p mode when it shows the booting logo. Then, if the TV supports it, it switches to 1080p. Can you double check the TV info and verify what resolution the Link is using after the Link boots up?
You could also try reconnecting the HDMI cable after the Link has booted, and see what resolution the TV tells you it is using.
On the Link, go to System > Save Debug Logs. Then start streaming, wait a minute, end streaming. Then on your PC find this file and post it on pastebin or something so we can take a look.

I have tried 1080p@60hz while connected to my computer monitor. While connected to my TV via HDMI I tried 1080p@60hz, 1080p@120hz, 4K@30hz, and 1080i.
You're correct. The boot screen is always shows as 720x480p@60hz. When the Link starts my TV shows "DVI 720x480p 60hz" and once the Link gets past the splash screen it switches to "HDMI 480p 60hz"
I've tried reconnected the HDMI and different HDMI cables and ports. It didn't help but did confirm the resolution to be 480p.

Noted: It decided somewhere along the line that the connection is VGA. Hopefully this can be seen/fixed by a developer, but for now there is a valid workaround.

That sounds like you were verifying the displays were good using different devices other than the Link (computer, laptop etc). It sounds like the TV and monitor are working as expected.
Did you try to plug in the Link to other monitors besides the TV? Does it go from 480p to 1080p on other displays, or is it stuck in 480p on all types of displays you have tried? This is before starting streaming to the PC.
