Sorry, this is almost certainly not going to be any help (at least in the short term), but just in case...

I get that popup every session, but only once per session (when I press a key on the keyboard for the first time). If you're getting it randomly during a session, and multiple times, that might be something to investigate from a different angle.

Maybe it does it once per input device? Are you plugging and unplugging things, and/or maybe some kind of timeout is happening (like a wireless device going into power save mode after being idle for a while)?

This is all just guessing, but maybe it'll lead somewhere...good luck finding a real solution!
